IBS, CIB/IW Background Information

Congress directed that the four existing tactical intelligence broadcast systems be consolidated into a single integrated system using a common message format, radios, and information management to disseminate high priority threat warning and situational awareness information to warfighters. In response to this Congressional direction a joint Integrated Broadcast Services (IBS) ORD was developed.

The communications media most advantageous for dissemination of IBS information to tactical warfighters is UHF SATCOM. As UHF SATCOM is very bandwidth limited and oversubscribed, the IBS ORD states that IBS be DAMA capable. The past DAMA waveforms were not technologically current and thus DAMA capable. The revised UHF SATCOM standards MIL-STD-188-181C, -182B and -183B are known as the integrated waveform (IW). In addition, a unique IBS Data Control layer was added which will condition and control the IBS report flow. The IW standards, in addition with the IBS control layer, are known as the Common Interactive Broadcast waveform (CIB).

The IBS waveforms and terminals will transition to the Mobile User Objective System (MUOS) system.
